MISSION STATEMENT

The Jackson Corners Neighborhood Association is composed of area residents working together to promote neighborhood safety and stability through citizen involvement.

_JACKSON CORNERS NEIGHBORHOOD ASSOCIATION BYLAWS

Amended October 7, 2009

  1. Purpose: To promote neighborhood safety and stability through citizen involvement

  2. Boundaries

    1. Northern Boundary – Forrest Hill Ave

    2. Southern Boundary – McClure Ave

    3. Eastern Boundary – Wisconsin Ave

    4. Western Boundary – Knoxville Ave

  3. Membership

    1. All meetings will be open to the public

    2. Association membership is reserved to those who are residents (VII., D., II.) within the boundaries

(Sec. II.)

    1. Only association members’ votes will be allowed

    2. Moving or residing outside of association boundaries (Sec. II.) automatically and immediately disqualifies membership

  1. Election of Officers

    1. Elections of Association officers will be held annually during the October meeting

    2. Nominations of officers will be held the meeting prior to the October Meeting

  1. Duties of officers shall be read before nominations are made

    1. Only association members (Sec. III.) may be nominated and / or elected as officers

    2. In the event of a vacancy, the executive board will appoint a replacement and confirmed by a quorum (VII., D., I.)

    3. Only one person per household may serve as an officer at any time. An exception to this rule may occur when an office is vacated, and the association executive board may appoint (Sec. IV., D.) a temporary replacement until a permanent replacement is appointed.

      1. Election results shall be submitted to the proper city officials within two weeks of the election

  1. Officers

    1. President duties

      1. The president shall be the chairman of membership meetings

      2. Call and conduct special meetings

      3. Be the primary contact with government agencies

      4. Sign grant applications

    2. Vice president duties

      1. The vice president shall act as the chairman of meetings in the absence of the president

      2. Act as the Sergeant at Arms during meetings

      3. All other duties assigned by the executive board

    3. Secretary duties

      1. The secretary shall record the officers present

      2. Ensure a quorum (VII., D., I.) is established

      3. Record all motions and their results

      4. Keep minutes of all meetings

      5. All other duties assigned by the executive board

    1. Treasurer duties

      1. Report to the membership all revenues and expenditures since the last meeting

      2. Provide a written record of the report to the secretary

      3. Maintain the associations funds

      4. Document all revenues and expenditures, being sure to keep all receipts

      5. May only use funds as authorized by executive board

      6. All other duties assigned by the executive board.

    2. All officers must present facts to the membership in an unbiased manner, giving equal weight all points and counterpoints

    3. An officer may share their opinion and /or issues after all known facts are fairly presented

    4. Only association officers may represent the neighborhoods consensus to elected officials, media outlets, and etcetera.

    5. The officers, president, vice president, secretary, and treasurer will act as, and also be known as the executive board

    6. Any and all officers may be removed from office for gross misconduct or negligence of duties by a three-fourths vote.(VII., D., I.)

  1. Meetings

    1. All meetings will follow Roberts Rules of Order, newly revised

    2. Membership meetings must be held within the association boundaries (Sec. II.)

i. All issues require a two-thirds vote except where otherwise noted.

    1. The executive board may meet separately in addition to the regular membership meetings as called by the president (Sec. V., A., II.)

i. All decisions proposed must be brought before a membership meeting for a vote

    1. Disorderly conduct

  1. Persons disrupting meetings may be asked to leave

  2. Expulsion may result

  3. Executive board will address continuing problems of disorderly conduct

    1. A copy of the bylaws shall be posted at all membership meetings

    2. A written agenda will be posted prior to the beginning of each meeting (Sec. V., C., V.)

    3. The agenda for membership meetings shall be as follows:

  1. Call To Order

  2. Secretary’s Report (Agenda, Quorum, Rules of the Floor)

  3. Treasurer’s Report

  4. Vice President/Sergeant At Arms Report

  5. President’s Report

  6. Old Business (Sub-committees, projects that have been discussed at prior meetings

  7. New Business (anything new to our area)

  8. Election of Officers Annually would follow this once a year.

  9. Announcements: Meeting Date: First Wednesday of the Month at 6:30 p.m.

  10. Adjourn

    1. Membership Meetings will be held monthly.

  1. Guest Speaker presentation will be prior to or after the business meeting.

VI Miscellaneous

    1. The association shall not endorse any candidate for political office

    2. A sign-in sheet shall act as a record of members present

  1. Members must sign-in for their votes to count

    1. All records and property pertaining and belonging to the association shall be transferred to the new officers in a timely manner

    2. Definitions

  1. A quorum shall be two-thirds of the members present at that particular meeting

a. Except in the removal of an officer.

  1. A resident shall be a person living in a full-time capacity within the association boundaries (Sec. II.)

  1. Bylaws

    1. These bylaws shall act as the governing rules of the association

    2. The bylaws must be reviewed annually

    3. The bylaws may be amended at anytime

      1. Proposed bylaw amendments must be presented to the membership for review one meeting prior to ratification

      2. A bylaw shall be considered ratified by a quorum (VII., D., I.) after the one meeting review period (VIII., C., I.)

    4. Any changes to the bylaws shall be submitted to the proper city officials within two weeks of the ratification.
