Minutes of Jackson Corners Neighborhood Association October 7, 2009
Call to Order 6:55 pm by Brad Carter.
Secretary’s Report – Mary Genzel-
Agendas were handed out, Quorum present. Sign In Sheet. Minutes passed out, Harriet moved/2nd to approve minutes as printed. Carried.
Treasurers Report – Sue Landrum – $25. in savings and $231.30 in checking
Pass the can for donations.
Vice Presidents Report: – none

Old Business:
- Sue Landrum reported on Neighborhood Alliance – 3rd Monday, EMT Building
- Regional Networking Conference was attended by Sue and Mary, many ideas were presented.
- .Neighborhood Garage sale was Oct 3 it was rainy and cold. Rain date will be this Saturday
- Neighborhood Fall Clean Up – was cancelled due to lack of containers
- ByLaw Review – Delete under Secetary re: agenda and renumber VI to V. Mary moved/2nd Carried.
- Election of Officers: New Officers elected were Mary Genzel, President, Katrina Bradford, Vice President, Sue Landrum, Treasurer, No Secretary at this time, it will be revolving until appointed.

New Business
- Neighborhood Leadership Dinner will be October 26, 2009, Curt Keller and FH United Methodist Church are nominated.
- Community Garden info gathered at the RNNC
- Christmas Decorating Contest – we are interested in pursuing a Holiday Contest.
- We are interested in a Spring Garage Sale and participating in the Great American Clean up.
- No other.

Next Month speaker will be District Officer Lee and other officers as allowed.

Agendas were handed out, Quorum present.. Sign In Sheet was passed. Minutes read from July, Jim Spencer/SueL moved/2nd and approved.
Treasurers Report – Karen Scott- Treasurer’s report: NO REPORT

Vice Presidents Report: – NONE
Presidents Report: -Council starts discussing different proposals for garbage pickup.
Old Business:
- Sue Landrum reported on Neighborhood Alliance – 3rd Monday, EMT Building planning a fundraiser in August.
- Neighborhood Conflict Mediation Training- July 11- Mary G is attended. Certified in mediation.
- Night Out Against Crime was August 4 from 5:30-7:30 at the Church. Kids did a great job of handing out flyers – approximately 600 of them. Sue moved/2nd to pay each of the 4 children $10 for their hard work in the rain. We did get a donation from AMT ambulance and they were at the Church, approx. 50 people attended. Leftover food was donated to the chuch.
- Regional Neighborhood Networking Conference Sept. 17-19-in Decatur, IL
- Fall Clean UP will be October 10. Brad will make arrangements for the dumpsters/gloves/bags.
- Neighborhood Garage Sale is October 3rd.

- Fundraiser for Neighbhood Alliance is August 13 from 5-8 at Brewer’s Dist. Admission is $10
- Other It was brought to our attention that the Treasurer had not been present for 3 consecutive meetings. Jim/Celie moved to remove her from office Carried. Harriet/Sue M moved to elect Sue Landrum treasurer. Carried.

Old Business:
- Sue Landrum reported on Neighborhood Alliance – 3rd Monday, EMT Building planning a fundraiser in August. Next Meeting will be at the East Bluff Neighborhood House as a Potluck. Mary got to see some of the conflict. It is interesting.
B. Neighborhood Conflict Mediation Training- July 11- Mary G is attending.
- Night Out Against Crime is August 4 from 5:30-7:30 at the Church. Sue will round up some games and make sue all is ok as far as games go with Curt at the Church. Mary will get a Newsletter done with the “kids” handing it out. What about paying them for doing that? Around $30.? Sue L/Mary moved to apply for grant monies. Carried.
- Regional Neighborhood Networking Conference Sept. 17-19-in Decatur, IL
- Fall Clean UP will be October 10. Brad will make arrangements for the dumpsters/gloves/bags.

Call to Order 6:31 pm by Brad Carter, President-Brad is shortening the agenda due to guests present.
Secretary’s Report – Mary Genzel-

Roland moves to approve minutes as printed on the website. Seconded. Approved.
Treasurers Report – Karen Scott- Treasurer’s report: Beginning Balance $186.15. Income: $89.35
Expenditures:73.35 Checking $202.15; Savings $25.00
Can is available for donations. Report was filed for audit.
No Report on the School District; the can was passed around for donations.
Vice Presidents Report: – Roland Tenley – He is sending out notices via email regarding the association’s meeting and events.
Presidents Report: – Brad Carter – kids are stealing bicycles, no matter what size. Please be on the watch.

-Election of Officers 08-09- Sue moved to re-elect the board; Brad Carter as President; Roland Tenley as Vice President; Mary Genzel as Secretary and Karen Scott as Treasurer. Seconded. Approved.
- Bylaw Revision Proposals- Brad rescinded his two proposals; Mary wanted to amend them. Postponed until December.
II Add V. Shall appoint committee members and /or liaisons with concurrence of the membership.
VI. Add III. Jackson Corner’s Neighborhood Association membership shall, at the time of the election of officers, vote whether to join/stay affiliated with the Neighborhood Alliance.
1. If affliated with the Neighborhood Alliance the President shall appoint one liaison in the month following the Alliances own elections.
VII. New Business.
Membership in Neighborhood Alliance was deferred.
Announcements :Speakers were John Kunski; KC Jones and 2 Police Officers talked regarding rental and landlord issues; Mary Genzel won the Spaghetti Dinner Basket.
Next Meeting is Nov. 5 with John Kunski-City Landlord, a Police Office & landlord dealing with rental and landlord issures

Secretary’s Report – Mary Genzel-

Minutes from the September were read; Sue Laundrum moved/2nd to approve minutes as read; approved. Thank Yous’ were sent out to Night Out Against Crime donators. (6)
Treasurers Report - Karen Scott- Treasurer’s report: Beginning Balance $160. Income: $55.00
Expenditures: -0- Checking $160.00; Savings $25.00
Can is available for donations. Report was filed for audit. A check for $25. was presented from Aaron Schock for our participation in Night Out Against Crime Event.
No Report on the School District; the can was passed around for donations. It was explained that we don’t charge dues.
Vice Presidents Report: – Roland Tenley – He is sending out notices via email regarding the association’s meeting and events. Will have map at next meeting.
Presidents Report: – Brad Carter – kids are roaming the streets after Woodruff Football games and causing damage and/or noise problems. Councilman Manning reinforced this. Call Police.
Old Business:
Sue Landrum reported on Neighborhood Alliance -Christmas Card sale;
Neighborhood Watch – Sue’s group was started, passed out some materials, encouraged others.
Night Out Against Crime was Tuesday, September 16th and was held at the Methodist Church. Very successful with McGruff, a couple of candidates or representatives attending. Church was very helpful, Brad reported.
Garage Sale – Mary reported that we have had several calls to participate Saturday October 25 8-12 or later- we will put up signs. Mary moved/2nd to approved $40. for ad to run in Journal Star this year. Approved. We will provide signs at 4 corners, participants need to provide their own signs.
Regional Neighborhood Networking Conference – Mary will be attending 1st week in Oct in Lima, Ohio.
New Business:
Clean Up Alleys – Roland will have map at Nov Meeting, inquiring about city totes to assist in garbage.
Neighborhood Cleanup-Roland- will have 2 dumpsters at Advocacy center on Oct 25 8-Noon;
Kickoff is at 8 am. at the Advocacy Center.
- Nominations for officers: Sue Landrum moved/2nd to keep the same people in leadership positions for the next year. Approved.
Bylaw Revision Proposals- Brad read two proposals:

Can is available for donations. Currently have $93 in checking and $25 in Savings at CEFCU. We received $6 in donations last month Report was filed for audit.
No Report on the School District; the can was passed around for donations. It was explained that we don’t charge dues.

Presidents Report: – Brad Carter – City Council’s Public discussion of budget . Citizens have access via website.
