Draft Comprehensive Plan

PEORIA, IL—The draft Comprehensive Plan for the City of Peoria, Illinois has been completed and is available to the public. This document has been developed over the past eighteen months with extensive public outreach and input, data collection, and analysis.
The draft plan is now available for public review and comment. Unlike the development phase of the Comprehensive Plan, where the public was asked to provide generalized input; the request now is to provide direct input on the plan document.
When providing input, please be as specific as possible, as to the location and subject of your comments.
We are requesting that the public suggest additions, revisions, deletions, clarifications, corrections, and any other change that they feel merits consideration. Please also include any comments on the format or layout of the document.
The public comment period will start on June 1, 2009 and run through June 29, 2009. During this period, comments can be provided using various methods:
• Attend one of the City Planning Commission meetings:

All comments received will be reviewed by City staff and a final draft Comprehensive Plan will be taken to the City Planning Commission for approval and recommendation to the City Council.
The City Council will have final approval on the adoption of the Comprehensive Plan. Further opportunity for comment will be provided during the City Council phase of the approval process. The draft Comprehensive Plan is available for viewing or download at the following websites:

If anyone is interested in planting a 3 x 3 garden plot, please contact Sue, 682-2008 before May 10, 2009.  The Forest Hill Methodist church has agreed to let anyone in Jackson Corners use their empty lots for gardening.

Re: Rental Registration

From Paul Wilkinson, Vice President of the Neighborhood Alliance:

Coming before the council this Tuesday 2/24/09 is a revision to the rental registration program. This change in the ordinance will provide for an annual registration of rental property.  Currently there is not an adequate tracking mechanism for listing rental properties. Code enforcement may have a difficult time tracking down a landlord when there are problems or public safety issues may arise.  Other data will be collected as well, which I will address shortly.
This is not a new idea.  It has been attempted many years ago under the Housing Commission and the Neighborhood Development Commission (both are no longer in existance to our detriment).  When I was president of the Neighborhood Alliance, with overwhelming support, we started a committee in conjunction with the landlord coalition to discuss ways that neighborhoods and landlords could function better together.  Under this committee various discussions ensued regarding rental properties and ideas and suggestions were made.  Councilman Manning attended the final meeting of this group. He was provided information from a Department of Justice convention that I attended in L.A. on housing programs in Washington state.  With this information Councilman Jacob and Manning worked on drafting this ordinance in collaboration with Code Enforcement, the Landlord Coalition and the Neighborhoods of the Alliance.  Ideas and compromises were utilized in the formation of this ordinance.
The Landlords did not wish frequent internal inspections of their properties to which there were fees attached.  Code Enforcement does not have adequate staff to complete in the current ordinance required cycle. The Alliance felt that interior and exterior inspections of homes were important for safety issues and help ensure a better quality of renter who would be attracted to better quality housing stock.
Everyone agreed that the current system is ineffective, out of compliance, and not achieving the goals of the program.  Compromises were reached in this ordinance allowing landlords and tenants to do an annual inspection together, filing that documentation with the city. Inspections would be done on the revised cycle in the ordinance.  Complaint driven inspections would remain as they currently are. This aspect had been presented by landlords.
Neighborhoods were concerned about the “fox watching the hen house“, in some instances, as well as issues like overcrowded housing, failure to register rentals houses as rental houses and enforcement issues. This is addressed by filing the annual inspection notices done by the landlords and tenants with the city and increasing fines for non compliance and/or providing false information. Landlords will be required to file the number of the maximum number of tenants in the property.  Failing to register properties is addressed. A better defination of “owner occupied” s outlined.
This ordinance is facing some council opposition.  Since Neighborhoods were involved in its formation, neighborhood leaders should take three plans of action.  1. inform your representatives (your district, 5 at larges, and the Mayor) of you investment in this ordinance.  2. inform your residents of this ordinance. 3.  show up to the council meeting in person on 2/24/2009 in City Hall, 4th floor at 6:15pm.

Minutes of Jackson Corners Neighborhood Association January 7, 2009

Call to Order 6:50 pm by Brad Carter – Introduction of Patrick Nichting.

Secretary’s Report – Mary Genzel-

Agendas were handed out, Quorum present. Rules of the Floor. Sign In Sheet. Minutes read from November 2008, Sue L. moved/2nd and approved.

Treasurers Report – Karen Scott- Treasurer’s report: No changes in reported since November

Can is available for donations.

Vice Presidents Report: – Roland Tenley -Absent – death in family.

Presidents Report: – Brad Carter discussed limb and garbage issues.

Old Business:

-         Sue Landrum reported on Neighborhood Alliance – 3rd Monday, EMT Building

-         www.jcorners.com is our web address. It is a work in progress. Please sign up and utilized the info..

-         Regional Neighborhood Networking Conference – Mary will reported what a great opportunity and lots of information. Next is in Decatur in October.

-      Clean Up Alleys – Next month Roland will have the map with him.

-         Curt moved to approve, 2nd to and/change bylaws

-         Add:VII.     Officers

-         A)     President

-              #V Shall conduct a minimum of four (4) board meetings during the year.

-         VIII.  Meetings

-               C) The executive board will meet a minimum of four (4) time a year and may meet separately in addition to the regular membership meetings as called by the president.

-         V.   G.  All Committee Chairmen/Liaisons must be appointed by the executive board in a timely manner with confirmation of the membership.

-         I.        All Chairmen/Liaisons will report on their area each month at the membership meeting.

-         2nd and approved.

New Business

A.              Planning Session – suggestions for speakers: Sean for “cares” Beautification Representative,

Candidates’ Forum, Donna O Day; Code Enforcement; Speakers Bureau through the City, ICC,

Someone from Kelly Seed;  Repeat Garage Sale with committee; cleanup, focus on Garden

Identity Theft speaker from State Police and during the summer, police again.

B          Other

Announcements Next Meeting: February 4, 2009 Speakers will be Tim Riggenbach, Beth Akeson, Kelley Mammen, Candidates for 3rd District Councilman, City of Peoria.

Tree Limb Update

Beginning at 7:30 a.m. on Tuesday, January 6, 2009, City crews will begin removing storm debris while working two 12 hour shifts. Crews will continue working the Wednesday trash collection route, which is 2/3 complete, along with the Tuesday trash collection route. Both areas are expected to take several days to complete. Citizens are reminded that crews will work residential areas during the overnight hours and will need access to debris. If possible, please avoid parking vehicles near any material that needs to be removed.
